Counted since midnight UTC, so early in the day the list is short. Only edits to articles carrying coordinates can be placed in a country — about a fifth of Wikipedia. Articles about people, ideas and events have no location and are counted in the totals instead.
How a country is decided
Every article with coordinates is matched against Natural Earth's country outlines, offline and at about a kilometre of resolution. A point just offshore belongs to no country rather than to a guessed one, and the outlines carry no opinion about disputed borders — where the data is ambiguous, the honest answer is nothing.
